EPMO Director
Overview: Establish successful implementation of the EPMO’s strategy, Gap analysis and strategy development, gap analysis and findings reporting, plus systems development. Develop, implement, and governance program management processes, dashboards, templates, policies, and metrics. Complete knowledge of project and governance processes and procedures (complete life cycle).Development of Process and procedures for improved efficiency with management understanding of creation, termination and deadlock mitigation. Monitor Programme reporting and assist team in reporting to Senior Management and stakeholders. Provide and maintain a capacity planning and resource tracking service across the Programme.Ensure cross-Programme dependencies are managed and the dependency log is accurately maintained. Provide Project planning, Milestone management, Scope management, Resource forecasting. Financial Management; Change Management across the project portfolio .PMIS knowledge transfer and systems training expertise Requirement: Master/Bachelor degree in Civil /Architect or equivalent. Contracts and Procurement
Overview: The role will involve the execution and management of a full range of procurement activities associated with new contracts, contract renewals and contract renegotiations at the Programme Management level. Also, required to provide technical support in the drafting of necessary procurement documents, including but not limited, to Pre Oualification, Request for Proposal, Invitation to Tender, Tender Evaluation Matrices and Reports, Procurement Trackers and Contract forms. This management and coordination for Programme level procurement captures in support of HG the preparation, evaluation and awarding of the following appointments, which is not exhaustive. l – Consultants Master Plan Consultant Lead Design Consultant Architect, Civil & Structural Engineer MEP Engineer Cost Consultant, Specialist Design or Expert Consultant Third Party Peer Review Consultant Value Engineering Consultant Risk Management Consultant Geotechnical Survey Consultant.2 – Contractors (which are procured at Programme level and not being procured at PMC level)Site Investigation Works Contractor Piling/Enabling Works Contractor Infrastructure Contractor. Main Works Contractor Specialist Design, Construction or Commissioning Contractor(s) Landscaping Contractor. The role also captures the review and audit of PMC procurement activities in line with the agreed HG Programme Management Office policies and procedures. Technical Activities:Provide advice relating to development and implementation of programme level procurement strategies to ensure best alignment to development delivery. Provide support to HG in the continuous development of the procurement strategies for the development, taking cognizance of any staged requirements. Advise and provide support to HG in the establishment and implementation of any identified procurement processes and formats for Pre-Qualification, Expression of Interest, Tendering and Evaluation stages. Cost and Estimation Section Manager
Overview: To lead and manage the Project Cost Planning and Budget for the project oversight regarding the cost with independent QS. To manage PMO level cost saving and risk of change and claim. To provide integrated status for the Client’s anticipatory financial planning and de-risk. Lead PMO cost team, PMC, and Cost Consultants. Develop reasonable, clear, and concise approval procedure for internal/external stakeholders regarding cost management, contract management, and scope / change management. Unify cost management tools at PMO level for the best coordination between internal stakeholders. Periodic project cost, budget, change and claim monitoring & report showing status and trends. Establish cost management procedures and detailed workflow at EPMO level Identify and recommend the Client’s direct procurement items for cost saving. Review existing consultancy appointments and identify any gaps in the scope of services to assist the Client in enhancing the existing arrangements. Establish change and claim management procedures for internal / external stakeholders at EPMO level. Administer change and claim management process and procedures. Periodically assess and identify contracts or changes (variations) request which may have a significant impact on schedule, cost, or quality of the projects with PMO Contract Manager.
